John Carnevale, Ph.D.‐‐ Dr. John Carnevale is an internationally recognized expert with over 30 years of experience in the field of public finance, substance abuse and crime policy, performance measurement and evaluation, and strategic planning.  He served 18 years for three administrations and four “Drug Czars” within the Executive Branch at the Office of Management and Budget and the White House Office of National Drug Control Policy (ONDCP). 

Dr. Carnevale founded Carnevale Associates in 2000, which works with Federal, State, and city government agencies as well as non‐profit organizations and international organizations on drug and criminal justice policy and programs with an emphasis on building accountability‐based strategic plans that link performance to program resources.

Dr. Carnevale has also worked as a Public Finance Economist in the U.S. Department of the Treasury in the Office of State and Local Affairs where he worked on government tax policy and matters related to the structure of fiscal federalism in the United States.  He has provided expert testimony, briefings, and policy analyses for Members of Congress; state and local government leaders; international organizations; and public interest groups.

Dr. Carnevale holds a bachelor’s degree in Economics from the University of Maine and a Doctorate in Public Finance Economics from the Maxwell School at Syracuse University.  MORE
