Extensive executive-level experience in local government and the nonprofit sector:

Vice President for Community Programs, Rochester Area Community Foundation (8 years) – led the organization’s competitive grantmaking and community leadership programs and established a comprehensive community indicators initiative (www.actrochester.org). Also, researched and wrote several important community studies, including a detailed analysis of poverty the concentration of poverty in Greater Rochester (www.racf.org), a study of racial and ethnic inequalities in the Rochester region (http://www.actrochester.org/highlights/racial-and-ethnic-inequalities-greater-rochester-region), and an analysis of Grade 3 academic results in the City of Rochester (http://www.actrochester.org/highlights/deeper-look-3rd-grade-reading-disparities).

Commissioner of Environmental Services, City of Rochester (19 years) – responsible for leadership of the City’s largest department, a comprehensive public works and environmental management organization. Achieved major operational efficiencies through enhanced technology, innovative methods, program consolidations, inter-municipal agreements, and privatization. Also developed strategies to meet new program demands, including recycling, environmental compliance, brownfields reclamation, drinking water quality improvements, expanded customer service demands, and waterfront redevelopment.

Director of Budget and Efficiency, City of Rochester (5 years) – Directed the planning, preparation, and approval process for the City’s annual operating budget and multi-year capital improvement program. Conducted numerous efficiency studies and program evaluations.

Budget Analyst, Senior Budget Analyst, Assistant Budget Director, City of Rochester (7 years) – personally conducted revenue and expense forecasts, complex financial analyses, services audits, and efficiency studies. Researched and instituted new revenue sources and monitored federal grant programs.
